IT Cluster, as one of the Partners of the international T.A.B (Tech, Art & Business) project, is responsible for coordinating communication and promotional activities carried out under Work Package 1 (area: Communication and Dissemination).
As part of the final communication activities, IT Cluster is seeking a contractor to create a high-quality summary film for the project, based on materials collected over the three years of project implementation and provided by the Lead Partner. These materials document, among other things, Creative Design Sprints, Citizen Dialogue installations, pilot actions, and international partner events. The material should present our achievements, methodology, results, and the long-term impact of the actions undertaken. The finished film may serve as the main tool for promoting the project in the future.
The purpose of this task is to transform the collected materials into a professional communication product that — even after the project’s completion — will effectively promote both the T.A.B. project and the Interreg South Baltic Programme, ensuring the sustainability of the project’s results in terms of communication.
Subject of the Order (Scope of Work)
The selected contractor undertakes to:
- Create, based on the supplied graphic and multimedia materials (making use of, at minimum, interviews, graphics, captions, logos, and other visual elements), a professional promotional film of approximately 9 minutes in length, in English, marked in accordance with the rules of the Interreg South Baltic Programme.
- Develop the storyline and script in cooperation with IT Cluster and the project’s Lead Partner.
- Archive all source video materials (raw footage) used in the production process.
- Hand over all original project materials and source files to IT Cluster.
- Ensure the film is developed in accordance with the rules of the Interreg South Baltic Programme (dissemination activities of the Programme), project reporting requirements, and for the purposes of future promotion of the T.A.B. project and further project initiatives.
Required Qualifications (Contractor Profile)
Due to the specialized nature of the task, the supplier should demonstrate:
- Experience in producing professional promotional, documentary, or commercial films;
- Excellent storytelling and scriptwriting skills in English;
- The ability to collaborate with IT Cluster and the Lead Partner at every stage of the production process;
- Experience in producing films for EU-funded or international projects;
- The ability to communicate fluently in English.
Final Deliverables (Results)
The contractor will deliver:
- One finished film (approximately 9 minutes)
- English-language version
- Full HD or 4K resolution
- All project files
- All source video materials
The final product will comply with the applicable communication and visualization requirements of the Interreg South Baltic Programme, including, among others, rules on logos, EU funding markings, and the Programme’s visual identity manual.
Transfer to the Contracting Authority of all economic copyright to the film, all project files, and all source video materials, without time or territorial restrictions. Detailed terms of the transfer of rights will be specified in the contract concluded with the selected Contractor.
Offer Evaluation Criteria
The order will be awarded based on the following criteria:

Experience (20%): 0 pts – meets the minimum requirement, 10 pts – 1-3 completed films, 20 pts – more than 3 films.
Quality and storytelling (10%): Subjective assessment by the committee on a scale of 1-10, based on the submitted portfolio.
Schedule
Production will begin on the date the contract is signed.
The final delivery must be completed in accordance with the timetable agreed with the IT Cluster and the Lead Partner, before the final project reporting deadline, i.e. by 23 August 2026.
